fix: increase subtitle font sizes for better readability on desktop

- DatabaseManager: 'Retention & Maintenance' text-xs (12px) → text-sm (14px)
- globals.css: .card-subtitle text-[10px] → text-xs (12px)

Improves readability of secondary headings across admin panels.
